President and Chief Executive Officer

Bobbie Jessie started her management career in aerospace serving as a Program Manager supporting the NASA Space Shuttle and International Space Station programs. She worked in the Johnson Space Center (JSC) Mission Operations Directorate and Engineering Directorate, leading Configuration Management and Documentation Management functions for the Automation Robotics and Simulation Division and Crew and Thermal Systems Division. Bobbie’s project management experience is comprehensive, including managing a team of over 300 people located at NASA JSC, NASA Wallops Flight Facility (WFF) in Virginia  and the NASA Merritt Island Launch Annex (MILA) in Florida.

With an impressive 25-year record of aerospace project management and an in-depth knowledge of the NASA culture and community, Bobbie co-founded JES Tech with Keith Sabin in 2004. As JES Tech’s President and CEO, she leads the management team with a commitment to provide government and commercial clients with an outstanding partnering experience through a focus on professional conduct, technical excellence and unconditional customer satisfaction. Her personal experience successfully managing government contracts is the foundation for her expectation to the JES Tech team: Perform with Excellence. Bobbie strives to know every member of the JES Tech family on a first name basis, building and reinforcing each employee’s self-worth and the team’s dedication to our mission.

Bobbie’s vision and leadership guides the team’s devotion to quality service and performance characteristics which propelled JES Tech to receive several prominent awards. In 2008, JES Tech earned the Small Business Administration Region VI Subcontractor of the Year—a distinguished award presented at the White House by President of the United States, George W. Bush. JES Tech also received JSC’s Subcontractor of the Year, and United Space Alliance’s HUBZone Supplier of the Year awards. Additionally, Bobbie is an honored recipient of the acclaimed Space Flight Awareness (SFA) award, one of the highest individual awards presented by NASA.

Beyond corporate leadership responsibilities, Bobbie is an active member serving on the Board of Directors for the Bay Area Houston Economic Partnership (BAHEP). She is a founding member of the JSC Small Business Council Executive Leadership Team (SBELT). Additionally, encouraging awareness and accountability for professional expectations and behavior aimed for upcoming generations, Bobbie is a frequent speaker who enjoys interacting with high school and college students about professional behavior to prepare for a positive career journey.

Bobbie holds a Bachelor of Science Degree from North Texas State University and a Master’s Degree from the University of Houston Clear Lake.

KeithKeith Sabin

Vice President and Chief Financial Officer

Keith Sabin began his aerospace career in 1986 as an Accountant and Financial Analyst. Possessing an expertise for financial modeling, data analysis and an ability to multitask, he advanced in the NASA community as a Finance Manager and later as a Vice President of Business Operations. His scope of experience includes contract administration of over 60 government and commercial contracts and subcontracts with individual values up to $50M.

Keith’s comprehensive knowledge of business functions and government contract administration helped spearhead co-founding JES Tech. As Vice President and Chief Financial Officer of JES Tech, he leads all financial and administrative functions, including accounting, financial analysis, banking, benefits, contract administration and proposal pricing.

Keith emphasizes customer satisfaction as a key ingredient of the services the financial team delivers to JES Tech’s employees and customers. His broad-base of experience and expertise in the financial, contractual and project management arenas contribute to the responsiveness and operational flexibility that JES Tech is known for.

Outside of his corporate responsibilities, Keith is involved in the National Contract Management Association, Johnson Space Center Joint Leadership Team and the National Management Association. He possesses advanced training related to the Department of Labor McNamara-O’Hara Service Contract Act (SCA) and lends support to government contractors regarding SCA compliance.

Keith holds a Bachelor’s Degree in Finance and a Master of Business Administration from the University of Houston Clear Lake.

NellieNellie Chappell-White

Operations Manager and Chief Operating Officer

Nellie Chappell-White is a successful aerospace Program Manager, making contributions to the NASA Mission since 2000. In 2004, Nellie played a key role in the creation JES Tech and has served as Operations Manager and Chief Operating Officer from the inception of the company.  Over her career, she has managed multiple NASA contracts and workforces up to 150 employees at 4 NASA space centers. Emphasizing communication and relationship building with employees and customers, she is a respected leader with a natural ability to develop and maintain outstanding performance within diverse work groups including engineering, administrative, scientific, medical, research, and fabrication personnel.

As JES Tech’s Chief Operating Officer, she oversees all company contracts to assure that technical, cost, schedule and team management aspects are accomplished with optimal performance. She mentors and leads corporate and contract project managers to develop and maintain relationships and encourages proficiency among employees, customers, and corporate staff.

Through active communication, Nellie guides operations to an improved awareness of employee and customer perspectives. Her approach nurtures strong and collaborative relationships that drive excellent performance and team loyalty, hallmarks of the JES Tech culture.

In addition to her corporate responsibilities, Nellie is a member and former board member of the National Management Association’s Wyle Leadership Association Chapter. She is a member of Toastmasters International, receiving the Toastmasters District Club President of the Year award.  Nellie is a frequent speaker on leadership and communication topics throughout our community.

Nellie has Management and Leadership certifications though the University of Houston. Her focus of studies includes Business Management, Business Administration, and Organizational Behavior.
